Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is not only to provide emergency relief, but also to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development. Malteser International has been operational in Myanmar since 2001, targeting communicable diseases, providing comprehensive primary health care services and improving the access to safe water and sanitation facilities.

In Yangon Division, Rakhine State and Shan State Malteser International implements a comprehensive set of activities for addressing prevailing healthcare needs for the most vulnerable and poorest people. While focusing on Tuberculosis and primary health care services in the Northern Rakhine State and Yangon Division, Malteser put emphasis on the prevention and treatment of Sexually Transmitted Diseases and HIV/AIDS in the Wa Special Region, Shan State. All programmes/projects aim at building the capacity of both community and government health care providers in the provision of prevention, treatment and referral services.

In support of our work in MYANMAR Malteser International is looking for a Country Health Coordinator (f/m).

Key Responsibilities:

Ensure overall technical supervision and the timely and effective implementation of all health programmes and projects according to programme/project design, set targets and approved plans and budget

Coordinate and manage the overall planning, direction and coherent strategy of Maltesers health activities at country level based on consultations with programme and project teams and country coordinator

Supervise, provide technical and managerial support and guidance to field sites and line managers ensuring programme quality according to internationally recognized standards and guidelines, national health policies and donor requirements

Establish and maintain mechanisms/tools and capacities for appropriate planning, monitoring and evaluation of activities and ensure that they are available and used on programme/project level

Improve capacity for management of programmes/projects and ensure regular documented meetings for all key staff to discuss and plan programme/project objectives, work/activity plans as well as monitor and assist in medical drug/distribution plans

Continuously explore health needs and future plans for possible programme/project expansion

Assist/undertake health needs assessments as necessary and develop concept notes/project proposals for Malteser International or identified donors

Represent Malteser International vis-a-vis national authorities, national and international institutions, organisations and donors in cooperation with the Country Coordinator.

Requirements:

Medical Doctor with MPH and/or equivalent degree

Extensive experience and ability in planning, implementing and managing comprehensive health programmes in Asia or Africa

Working experience in the fields of Communicable Diseases (TB, Malaria, HIV/AIDS)

Proven programme development and proposal writing experience

Excellent communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors

Excellent ability to lead a team and to promote productivity in a pleasant working environment

Use of a range of management tools to ensure effective management and development of programmes

Physical and mental strength, team working and calm under pressure

Problem solving skills in day-to-day and crisis situations

Fluency in English (written and spoken); Proficiency in using standard software packages

Conditions:

Start Date: 1st October 2008, if possible earlier

Duty Station:
Yangon, with frequent travels to programme/project areas for a duration of up to 1 month continuously

Duration of contract: 24 months (extendable)

Responsible to: Country Coordinator

Salary according to qualification and experience, insurance package, accommodation in team house or housing allowance, medical check-up prior and after mission

Start: October 1, 2008
