Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is not only to provide emergency relief, but also to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development. Since 2000, Malteser International has been making an effort to address HIV/AIDS as a cross-cutting developmental issue aiming to contribute to the mitigation of the prevailing epidemic by implementing HIV/AIDS prevention, treatment, care and support initiatives.

Malteser International has been operational in Myanmar since 2001, targeting communicable diseases and providing comprehensive primary health care services especially for the most vulnerable and poorest people. In Wa Special Region, Shan State, Malteser implements a STI-HIV/AIDS Control project since 2004. A new three year project cycle with a full package of promotive, preventive and curative activities and services has started in April 2007.

In support of our work in MYANMAR, Wa Special Region II, Shan State, Malteser International is looking for a Project Manager (HIV/AIDS).

Key Responsibilities:

Coordinate and technically manage the timely and effective implementation of STI-HIV/AIDS project activities according to set targets and approved plans and budget.

Ensure regular and proper project documentation and reporting according to Donor and Malteser standards, rules & regulations (interim and final reports, monthly reports) and link the project closely and pro-actively to the country level.

Lead the project office and ensure with the project support team the sound financial management (review, compliance of budget), administration and logistics (timely preparation, approval and quality control of all medical orders) of the project.

Provide technical support to the medical teams and ensure staff and partners are enabled by trainings to implement high quality activities according to recognized int. standards.

Strengthen mechanisms for appropriate planning, monitoring and evaluation and impact analysis of activities in close cooperation with the Country Medical Coordinator.

Represent Malteser vis--vis local communities and authorities, INGOs, international institutions and donors

Requirements:

Medical doctor with MPH and/or similar advanced degree or relevant training in related field

Extensive experience and ability in planning, implementing and managing a comprehensive HIV/AIDS project including ARV treatment component in Asia or Africa

In-depth understanding of and experience in working with HIV/AIDS as a cross-cutting development issue

Excellent communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors

Excellent ability to lead a team and to promote productivity in a pleasant working environment

Physical and mental strength, readiness to live in a remote environment
Fluency in English (written and spoken); Mandarin language skills of advantage

Duration of contract: 12 months extendable

Hierarchal - Country Coordinator

Salary according to qualification and experience, insurance package, accommodation in team house, return flight, medical check-up prior and after mission
